HUD Changes and Your Software: An Update from the MRI Public Housing team
MRI Software is committed to working closely with HUD to ensure that all agencies maintain compliance with the latest guidelines and regulations. We understand the importance of adhering to industry standards and are actively monitoring updates from HUD.
As we progress towards implementing the new guidelines, we are eagerly awaiting the final versions of the HOTMA implementation guidelines and 50058 forms. Once these are available, we can immediately initiate the necessary software changes to align with the latest requirements.
Our team has been diligently testing the new HIP system and actively providing feedback to HUD on any identified issues before full-scale implementation. In addition, we are awaiting details from the HIP team regarding the transition of PHAs from PIC to HIP.
Despite our best efforts, we still have several outstanding questions regarding HIP, HOTMA, and NSPIRE. Please rest assured that we are in constant communication with HUD to seek clarity on these matters. Our goal is to facilitate a smooth transition as your agency adopts these new policies.

Compliance Update:
- The HUD Income Limits with an effective date of 4/15/2024 have been updated. These were previously sent to all clients in early April.
Bug Fixes:
- In WT2+ Work Orders, users received an error when trying to save a Work Order with PHAS Code VFW. This has been fixed. IR-124809
- On the Waiting List screen, when using the column chooser to use the 'Elderly' indicator, the value will be true if the Age Classification is Elderly or Extreme Elderly. IR-107906
- In the FSS Module’s Individual Training and Services Plan tab (ITSP), when the user edited an Activity’s status and saves the FSS record, the activity’s status wasn’t saving. This has been fixed. IR-107488
- The Work Order screen’s "Tenant" drop-down now defaults to the active tenant or defaults to blank for unoccupied units. IR-103404
- When printing checks during the S8 Check Processing, if a value has been set in the "Max Voucher Line Count" field of the S8 Check Setup, the value is being ignored. This has been corrected. IR-113269
- Expiring a voucher now creates an eTrans 11 (Expiration of Voucher). IR-118599
- On the Add Unit Wizard and on the Unit Screen’s Building/Entrance Details tab, the 2nd hyperlink for finding the census track is no longer an active URL. This has been removed. IR-119317
- Users will now need to report the Special Program "Mobility Demonstration Vouchers" in field(s) 2n(1) or 2n(2) for regular 50058 program types and in field 2p for regular MTW program types. These have been updated. IR-123801
HUD Form Fixes:
- For S8 Project-Based Certificate and S8 Project-Based Voucher certifications, the issue with fields 11t and 11s not always populating on the HUD-50058 form has been fixed. IR-123096
- When printing or previewing the 52580, the formatting is incorrect and the questions on the last page are missing. This has been corrected. IR-123740, IR-123983
Report Fixes:
- Certification reports were showing duplicate income records due to not filtering out deleted income exclusions. This has been fixed. IR-124268
- In the Certifications datasource, field 11s Tenant Rent now populates. IR-122432
- The FSS Contract of Participation now shows the FSS Individual Training and Services Plan report for the "Head of FSS Family" person. IR-122170
- The S8 Initialization Report, "Expiring HAP Contracts," previously omitted records when the HOH Member Begin Date did not match the HAP Contract Start Date. This issue has now been resolved. IR-107762
- On the TAR Rent Roll report, the monthly tenant rent and monthly RAP amounts were incorrect when rent changed on a re-opened certification. This has been fixed. IR-113186
VMS Fixes:
- The VMS reporting for issued Mainstream vouchers (Previously "Mainstream 5") that are not under HAP Contract as of the last day of the month has been fixed. IR-119608
- In VMS, the UML box for "Housing Stability Vouchers - Number of New Vouchers Issued but not Under HAP Contract as of the last Day of the Month" has been fixed. IR-121393
- The VMS reporting for issued Mainstream vouchers (Previously "Mainstream 5") that are not under HAP Contract as of the last day of the month has been fixed. IR-122133
- On the VMS detail listing for Section 8 Portables, the "HAP + Admin Fee" column now sums correctly. IR-122807
- In VMS, the Project-Based Voucher HAP Expense line item wasn’t always populating. This has been resolved. IR-123083
- In VMS, the "Number of Portable vouchers under Lease (HAP contract) on the last day of the month" UML detail report was including terminated and initiated contracts where the start date was greater than the gather month. This has been resolved. IR-116857
- In VMS, the "HCV - Number of Vouchers Under Lease (HAP Contract) on the last day of the Month" count on the detail screen was including future-dated HAP Contracts. This has been resolved. IR-123166

Assistance Connect:
Assistance Connect is a web portal that allows a PHA’s applicants, tenants, and owners to update their information, communicate with the PHA, and request services. PHA staff can review the submitted information in the software at their leisure.

Applicant Access:
Do you need to make changes to your Applicant Access? Request Waitlist changes, update preferences, age restriction updates, text changes, etc.

Hosted Interactive Voice Response System (IVR):
IVR is an automated interaction with callers to answers common questions. I.E. Applicants can receive their status and position on the Waiting List. Tenants can retrieve their current account balance.
